STREIT, Justice.
Neighbors to the Madison County fairgrounds fear the wished-for figure-eight auto racing will amount to “insanity at its finest.” 1 This case presents a challenge to the county government’s allowing such races during the county fair by the Board of Supervisors exempting the fair from zoning. The appellants are all residents of Madison County, Iowa, and five near the racetrack in issue.
