JAMESON, District Judge.

This action arises under the Taylor Grazing Act, Title 43 U.S.C.A. § 315 et seq., and regulations promulgated by the Secretary of the Interior. Pursuant to the Act, the United States Department of the Interior established Montana Grazing District No. 1, embracing public domain land in Phillips County, Montana. The defendant Albert K. Leonard is the district manager of the Bureau of Land Management and is the principal executive officer in charge of Montana Grazing District No. 1 on behalf of the Bureau.
