I. INTRODUCTION
The parties in this case have been in engaged in a long running battle which took six years from the date the Plaintiff filed its Complaint to the date the parties tried their disputes to a jury. Philadelphia Work Force Development Corporation (“PWDC”) is an entity which administers federal and state funds to develop workplace skills for qualified Philadelphians who are unemployed and underemployed.
