The ordinance in question was adopted under or by virtue of the authority of an act of the legislature entitled “A supplement to the act entitled ‘An act to provide for licensing boats, hacks and other vehicles, by incorporated camp-meeting associations or seaside resorts, and for the better government of the same/ ” approved March 25th, 1881.
