The collective appellant, the Curators of the University of Missouri, appeals the trial court’s declaratory judgment finding that they had violated section 172.360, RSMo 2000, 1 by charging tuition to undergraduate students between the ages of seventeen and twenty-one years of age to attend school in the University of Missouri system. Per the parties’ joint motion for separate trial, the trial court only addressed the issue of liability.
