Two vehicles collided on a one-lane state highway bridge near Seymour, Indiana, resulting in the death of Cindy J. Morris and in injuries to passengers in both vehicles. Various subsequent damage suits were filed against the Indiana State Highway *470Commission (Commission) alleging negligence in construction, maintenance and traffic engineering of the bridge.
