In this litigation Oroville-Tonasket Irrigation District (OTID), an entity organized under the laws of the State of Washington, seeks substantial sums from the United States stemming from its obligations under the November 28, 1979 Repayment Contract No. 0-07-10-W0242 with the Department of the Interior to operate and maintain the Oroville-Tonasket unit of the Chief Joseph Dam project, Washington. OTID seeks to recover: $31,530,000 in overrun operation and maintenance costs; $13,291,000 for remedial construction work; $85,000 for costs of removing and repairing raptured…
