The Securities and Exchange Commission brought this suit to enforce the provisions of §§ 4 (a) and 5 of the Public Utility Holding Company Act of 1935. 49 Stat. 803, 812, 813. These sections provide for registration with the Commission of holding companies, as defined, § 5 (a), and prohibit the use of the mails and the in-strumentalities of interstate commerce to those companies which fail to register. § 4 (a).
