WILKINSON, Circuit Judge:
D.J. Cooper was convicted by a jury on nine counts of knowingly discharging a pollutant from a point source into waters of' the United States, in violation' of the Federal Water Pollution Control " Act Amendments of 1972, as amended 33 U.S.C. § 1251 et seq.
