OPINION

DUGGAN, District Judge.

This is a proposed class action civil rights suit in which Plaintiffs allege that the State of Michigan’s Merit Award Scholarship Program perpetuates racial and ethnic bias and discriminates against African Americans, Hispanics, Native Americans, and educationally disadvantaged high school students in direct contravention of Title VI of the Civil Rights Act of 1964 and its implementing regulations, 42 U.S.C. § 2000d and 34 C.F.R. §§ 100.1 et seq., the Equal Protection Clause of the Fourteenth Amendment, and 42 U.S.C. § 1983.
