This case is before the court for consideration of defendants’ motion for summary judgment.

Plaintiff began this action by filing a pro se complaint on April 27, 1977, naming as defendants the Mayor, City Clerk, Election Commissioners, Aldermen and Aldermen-elect, of the City of Mound Bayou, Mississippi, two practicing attorneys and the Judge of the Circuit Court of Bolivar County, Mississippi.
