MEMORANDUM OPINION

THOMAS A. WISEMAN, Jr., Senior District Judge.

Plaintiff Layman Lessons, Inc. filed its complaint in this matter seeking injunctive and declaratory relief as well as compensatory damages arising under 42 U.S.C. § 1983 from the Defendant City of Millers-ville’s alleged violation of the United States Constitution; Plaintiff also claims violations of the Religious Land Use and Institutionalized Persons Act of 2000, 42 U.S.C. § 2000cc et seq. (“RLUIPA”), and the Tennessee Constitution. Both parties have now filed cross-motions for summary judgment.
