for the majority:

In this interlocutory appeal from the Superior Court we answer a narrow certified question of law that is a matter of first impression. “Does Delaware recognize the concept of cross-jurisdictional tolling?” We answer this certified question in the affirmative. The Superior Court recognized the concept in this case. The Delaware Court of Chancery has previously recognized intra-jurisdictional tolling. The commencement of a class action against the defendants in this case, whether here or in another jurisdiction, puts the defendants on notice of the substance…
