Plaintiff Alice Peak, as grandmother and guardian of ten-year-old M.P., seeks review of an administrative decision denying her request for relief from the District of Columbia Public Schools (“DCPS”) for alleged violations of the Individuals with Disabilities Education Act (“IDEA”), which requires states receiving federal financial assistance to identify, locate, and evaluate children with disabilities and to ensure that a free appropriate public education (“FAPE”) is made available to them.
