Appeal from a judgment of the Supreme Court (Hester, Jr., J.), entered June 24, 2003 in Broome County, which dismissed petitioner’s application, in a proceeding pursuant to CPLR article 78, to compel respondents to annul or amend a policy concerning the reporting of suspected child abuse, neglect or maltreatment to the New York State Central Registry.
