Henry Jacquelin (landowner) appeals a decision of the Court of Common Pleas of Montgomery County that affirmed a decision of the Zoning Hearing Board of the Borough of Hatboro denying Jacquelin’s application for the re-classification of a lot, or alternatively, for a variance.
