Appellant Arizona Law Enforcement Officer Advisory Council (ALEOAC) appeals from the trial court’s order enjoining ALE-OAC from conducting administrative proceedings to consider revoking or suspending the certified law enforcement officer status of appellee Samuel S. Barlow (Barlow). The issue on appeal is whether the right to religious freedom guaranteed by the first amendment to the United States Constitution and the Arizona Constitution prohibits ALEOAC from considering whether Barlow’s certification to serve as a peace officer should be revoked or suspended because…
