ORME, Judge:

¶1 Following an investigation into allegations of misconduct, Lieutenant John Coyle was disciplined by the West Valley City Police Department, being demoted two steps, from lieutenant to patrol officer. Coyle sought the West Valley City Civil Service Commission’s review of the disciplinary decision. The Commission determined that the discipline was disproportionate to the violations in question and reinstated Coyle as a lieutenant.
