William A. Pickman, who is blind, and the Greater New York Council of the Blind (“plaintiffs”) brought this action against federal, state and local officials seeking an injunction requiring the installation of in-tercar safety barriers on subway cars operated by the New York City Transit Authority (“NYCTA”) and by the Staten Island Rapid Transit Operating Authority (“SIR-TOA”).
