MEMORANDUM OPINION AND ORDER

This matter is before the Court on cross motions for summary judgment. For the reasons outlined below, the Court must grant partial summary judgment as to liability to Plaintiffs.
Plaintiffs brought this action pursuant to 42 U.S.C. § 1983, alleging abridgement of their right to travel in violation of the Equal Protection Clauses of the Constitutions of the United States and of the State of Michigan.
