The representative plaintiffs in this class action are three prisoners heretofore committed to the custody of the Illinois Department of Corrections and presently confined in Illinois prisons. They brought this action in the circuit court of Cook County on behalf of all Illinois prisoners subject to the Interstate Corrections Compact (Ill. Rev. Stat. 1981, ch. 38, par. 1003 — 4—4) seeking a declaration that transfers of inmates to out-of-State prisons pursuant to that compact would violate the transportation clause of our constitution (Ill.
