ORDER

VINING, District Judge.

In this section 1983 action, a registered voter of Cobb County, Georgia, has sued the Governor of Georgia, Joe Frank Harris, the Georgia Secretary of State, Max Cle-land, and a recently appointed Cobb County Superior Court judge, George H. Kreeger, for deprivation of the right to vote for candidates for the newly created judicial position in Cobb County.
