This opinion supplements the oral opinion of the court rendered on March 14,1996.

J.M. is a nine year old developmentally disabled child who presently resides in Providence, Rhode Island, at a facility which is successfully treating her with electric shock by way of a system known as the Self-Injurious Behavior Inhibiting System (SIBIS). Although J.M. is presently an out-of state resident, she, as well as her parents, are domieiliaries of Monmouth County, New Jersey.
