This is an appeal by the plaintiff Toys “R” Us, Inc., from an order of the circuit court of Will County dismissing plaintiff’s complaint against defendants Will County (County) and Charles R. Adelman, County executive. In this action, plaintiff sought a declaratory judgment, mandamus, and other relief.
