FINDINGS OF FACT, CONCLUSIONS OF LAW, AND MEMORANDUM OF DECISION

This is an action brought under the Federal Tort Claims Act, 28 U.S.C. § 2671, et seq., arising from the wrongful death of plaintiff’s husband, Manuel Abille. Jurisdiction exists under 28 U.S.C. § 1346(b). The law of Alaska, the place where the act or omission complained of occurred, controls. Richards v.
