Veteran Andrea M. McNair appeals through counsel that part of a January 22, 2009, decision of the Board of Veterans’ Appeals (Board) that denied disability compensation for neuralgia 1 of the breast or focal nerve damage (hereinafter “neuralgia”) as a result of surgery she underwent at a VA facility in June 1998. On appeal, Ms. McNair argues, inter alia, that the Board erred when it found that she was advised adequately of the potential adverse effects of her surgery and therefore that her consent to the surgery was informed.
