Defendants-Appellants (collectively, “the City”) appeal from the July 13, 2011 memorandum and order of the United States District Court for the Southern District of New York (William H. Pauley III, J.) granting Plaintiffs-Appellees’ (“Plaintiffs’ ”) motion for a preliminary injunction enjoining Local Law No. 17 of the City of New York (“Local Law 17”).
