The facts, which involve the. construction of provisions of the Interstate Commerce Act relating to payment of fare on railways, are stated in the opinion. It is claimed that the publisher could hand over $500 in money for transportation which could be handed back for advertising without violating the law, and that it is absurd to forbid the parties from doing directly what they could undoubtedly do indirectly.
