ORDER & OPINION

LEISURE, District Judge:

Plaintiff New York City Housing Authority (the “Housing Authority”) sought a permanent injunction enjoining defendants *1124Jack F. Kemp 1 and the United States Department of Housing and Urban Development (“HUD”) from discontinuing certain financial assistance to the Housing Authority. On December 22, 1989, this Court granted such injunctive relief by order. Plaintiff now moves, pursuant to 28 U.S.C. § 2412(b), for an award of attorneys’ fees and expenses with respect to this action. For the reasons stated below, plaintiff’s motion is denied.
