This is an appeal from a decree of the Family Court of Jefferson County terminating the parental rights of the natural mother, Keitrah Fortenberry, in and to her child, Crystal Fortenberry.
On December 5, 1983 the Department of Pensions and Security (DPS) filed a petition in the family court, alleging that Crystal was a dependent child in that she had been physically, mentally, or emotionally abused by her parents, Keitrah and Alfred Michael Fortenberry.
