The appellant, Dr. Andrew Jenkins, Superintendent of the District of Columbia Public Schools, appeals a ruling by the District Court holding that his law suit under the Individuals with Disabilities Education Act has been rendered moot by the passage of the school year at issue. See Jenkins v. Squillacote, Civ. Action No. 89-2542, 1990 WL 157876 (D.D.C. Oct. 5,1990).
