Five oil companies 1 have brought these actions to challenge the defendant Federal Energy Administration’s (“FEA”) 2 interpretation and anticipated application of a regulatory scheme governing the method by which the plaintiffs raised the prices of their petroleum products as a result of increased costs incurred during a thirteen month period between January 1, 1975 and February 1, 1976.
