This appeal arises from appellee, Montgomery County Executive Isiah Leggett’s (“County Executive’s”), failure to include sufficient funds to implement a collective bargaining agreement (“CBA”) between Montgomery County and the *204appellant, Montgomery County Career Fire Fighters Association (“Fire Fighters”), in the proposed budget for Fiscal Year 2012 (“FY12”). The Fire Fighters filed a prohibited practice charge against the County Executive accusing him of violating §§ 33-147, 33-153(k), 33-153(1), 33-154(a)(l), and 33-154(a)(8) of the Montgomery County Code (“MCC”).
