These sixteen consolidated petitions for review of decisions of the Federal Energy Regulatory Commission (“FERC” or “Commission”) raise related jurisdictional questions as to which arm of the Department of Energy has authority to regulate imported natural gas sales once the importation itself has been approved. The petitions also challenge the merits of the decisions.
