On February 7,1978, relator, Dayton Bar Association, filed a complaint and certificate with the Board of Commissioners on Grievances and Discipline, pursuant to Gov. E. V, wherein relator charged respondent, Gerald E. Westbroek, a Dayton attorney, with violations of Canon 1 and DE 1-102(A) (4), (5) and (6) of the Code of Professional Besponsibility.
