MEMORANDUM OPINION & ORDER
AMUL R. THAPAR, District Judge.
The defendants filed a motion for summary judgment, R. 21, to which the plaintiff responded, R. 26, and the defendants replied, R. 31. The plaintiff filed a cross-motion for partial summary judgment, R. 27, to which the defendants responded, R. 32, and the plaintiff replied, R. 36. For the reasons provided below, the defendants’ motion is granted in part and denied in part, and the plaintiffs cross-motion is denied.
