JAMES C. HILL, Circuit Judge:

In this case, we must decide whether the Federal Labor Relations Authority (FLRA or Authority) correctly ordered the Department of the Air Force (the Agency or Air Force) to bargain with the American Federation of Government Employees (the Union) about the relative utilization of part- time and full-time employees at Robins Air Force Base. We hold that the FLRA erred in ordering the Air Force to bargain and refuse to enforce the order.
