Plaintiffs’ complaint for declaratory judgment and injunction was dismissed by the trial court in a final and appealable order. They appeal.

On July 11, 1967, the Department of Registration and Education (herein called the Department), on the relation of its chief investigator, prepared charges against the several plaintiffs alleging violation of the statute relating to the practice of optometry.
