The Friends of Cuyamaca Valley (Friends), a citizens group, appeals from a judgment denying its petition for a writ of mandate to compel the Lake Cuyamaca Recreation and Park District (District) 1 to make an environmental assessment under the California Environmental Quality Act (CEQA) (Pub. Resources Code, 2 § 21000 et seq.) with respect to the 1992-1993 duck hunting season. We reject arguments by the District and the State of California, by and through the California Department of Fish and Game (Department), that the-appeal should be dismissed as moot. We further…
