Esther Mercado initiated this action against the Commonwealth of Puerto Rico, the Oficina de Administración de Tribu-nales (“OAT”), the Administración de Ser-vicios de Salud Mental Contra la Adicción (“AMSCAA”), and the Puerto Rico Supreme Court, seeking declaratory and in-junctive relief and damages under the American with Disabilities Act, 42 U.S.C. *48§ 12181 et seq.
