BARRON, Circuit Judge.

Esther Mercado sued the Commonwealth of Puerto Rico and three other Puerto Rico governmental entities under Title II of the Americans with Disabilities Act (“ADA”). She alleged that they had denied her access to public services and discriminated against her because she was “regarded as” having a physical or mental impairment within the meaning of the ADA, 42 U.S.C. §§ 12102, 12132. The only question that we must decide is whether Mercado brought her suit too late. And the answer to that question turns on whether the limitations period set forth in 28 U.S.C. § 1658…
