KOCH, P. J.,

Smart, Inc. is the licensee and holder of a hotel liquor license (no. H-2002) and amusement permit (no. AP-980) and conducts its business in the Village of Schnecksville, Lehigh County. Pursuant to a hearing o*n February 22, 1974, the Pennsylvania Liquor Control Board imposed a fine of $150 upon the corporation for violation of a board regulation. The regulation in question is set forth in 40 Pa. Code, §5.32(a), and further designated as regulation 110.02(A):

“No licensee shall use or permit to be used inside or outside of the licensed premises a loudspeaker or similar device…
