This case, like its companion case, Township of Washington v. New Jersey State Policemen’s Benevolent Ass’n, Local 206, 137 N.J. 88, 644 A.2d 573 (1994), involves the sufficiency of a compulsory-interest-arbitration award. Petitioner, Hillsdale PBA Local 207 (Local 207 or the PBA), and respondent, Borough of Hillsdale (the Borough or Hillsdale), could not agree on the terms of a collective-negotiation agreement for the Borough police force for the years 1991, 1992, and 1993.
