In 1908 Utica became a city of the second class and since then has functioned under the Second Class Cities Law.
In 1913 the Legislature of New York State passed an “ act to authorize a city of the second or third class to adopt a simplified form of government,” known as “ The Optional City Government Law.” This act became a law April 16, 1914, with the approval of the Governor, and is chapter 444 of the Session Laws of 1914.
