' Appeal from the District Court, Fourth Judicial District, City and County of San Francisco. The City of Petaluma was created a municipal corporation by statute of April 12th, 1858. We have carefully examined the Registry Act with reference to the questions presented by the record, and we are of opinion that it was intended to cover the whole subject of the elective franchise, and to apply to municipal and local, as well as to general State and county elections.
