The petitioners in this original mandamus proceeding are Richard L. Trumka, Cecil E. Roberts, and John J. Banovic, the President, Vice President, and Secretary-Treasurer, respectively, of the United Mine Workers of America; and William Willis and Gary Asher, members of the West Virginia Board of Coal Mine Health and Safety and the United Mine Workers of America.
