I. Preliminary Statement
This opinion will consider a motion for counsel fees pursuant to the Civil Rights Attorney’s Fees Awards Act of 1976, 42 U.S.C. § 1988, in a civil rights case brought under 42 U.S.C. § 1983. 1 The history of this litigation has been chronicled in three opinions: Vecchione v.
