I. Introduction
Plaintiff filed this action on March 6, 1998 seeking to vacate the decision of an arbitrator. The challenged decision ordered Plaintiff and its sister company, Sea B Mining Company, to “cease and desist” sending coal from the Seaboard # 2 mine to any coal preparation plant not affiliated with the United Mine Workers of America.
