This is an action by taxpayers in Paving District No. 4 of the city of Van Burén attacking the validity of an ordinance of the city council of Van Burén creating the district. The original petition for the creation of the district, signed by ten property owners of the district, and the ordinance creating the district, described the boundaries of the district as follows:

“Beginning at the southwest corner of block one (1) Knox Addition to the city of Van Burén, Arkansas, thence due east to the center of the main line, of the St. Louis and San Francisco Railroad, thence in a northeasterly…
