Appellant, Barbara Johnson, appeals the judgment of the Circuit Court of St. Charles County affirming the decision of respondent, Francis Howell R-3 Board of Education (Board), terminating her employment as a permanent teacher.

On appeal, appellant claims that the Board erred in: (1) applying an invalid construction of the meet and confer requirement of § 168.116.2 R.S.Mo.1986 (all further statutory citations will be to R.S.Mo.1986 unless otherwise noted) and in failing to find that the administrators for the Francis Howell R-3 School District (District) did not meet…
